Duties and Responsibilities

California State University, Fresno (CSUF) Police Chief

Responsible for planning, implementing, administering, and coordinating the programs of the University Police Department. Formulates Departmental policies and procedures and audits their implementation; prepares, administers, and monitors the Departmental budget; plans, organizes, manages, directs, and coordinates the various functions of the Department; and provides consultative, technical, and administrative direction to eliminate conditions detrimental to the safety of the university community. Administers, manages, and directs basic law enforcement; and is responsible for general and selective police patrol and all functions related to the protection of life and property, including crime prevention programs. Administers campus parking and traffic programs, monitors parking facilities, and enforces all laws and regulations pertinent to pedestrian and vehicular traffic on campus.

Fresno Police Department Police Captain

Northeast District Commander

Responsible for community policing philosophy and problem oriented policing strategy in Northeast Fresno. The area encompasses approximately 28 square miles and its eastern boundary borders the City of Clovis. The area includes California State University, Fresno and three high schools, two in Fresno Unified and one in Clovis Unified. The population is culturally diverse and is estimated at 100,000 residents. Liaison with CSUF Police Department, Clovis Police Department, and Clovis Unified School District Police.

West Bureau Commander

Responsible for the management of the Northwest and Southwest policing areas, including the direct supervision of four Lieutenants. Both areas are culturally diverse.

Police Lieutenant

Northeast Area Section Commander

Responsible for Community Based Policing area in the Northeast area of Fresno. Area encompasses approximately 28 square miles or 1/4 of the community. Responsible for 6 Sergeants, 45 Police Officers, 5 Community Service Officers, and 1 Neighborhood Services Representative. Area served was culturally diverse and represented a population of approximately 95,000 residents. Liaison with CSUF Police Department, Clovis Police Department, and Clovis Unified School District Police.

Northeast Area Field Commander, Watch One

Responsible for Watch One Personnel, Northeast Area.

Northeast Area Commander

Responsible for Community Based Policing area in the Northeast area of Fresno. Area encompasses approximately 28 square miles or 1/4 of the community. Responsible for six Sergeants, 47 Police Officers, and 5 Community Service Officers. Area served is culturally diverse and represents a population of approximately 95,000 residents.

Communications Bureau

Responsible for six supervisors and 60 dispatcher/complaint-takers, and was the only sworn position assigned to Communications. The communications process involved 9-1-1, police dispatching and fire dispatching. Acted as Deputy Chief of Administrative Support during absence of Deputy Chief.

Planning, Research, Personnel, and Training

Responsible for all training, personnel acquisitions, budget processes, rules, regulations, and policy formation and distribution; and served as Department Coordinator, Disaster Preparedness as well as one of the key coordinators within the City plan. Acted as Deputy Chief during the absence of the Deputy Chief of Administrative Support.

Station Command

Responsible for swing shift personnel and acted as the Chief of Police during the absence of executive command staff. Was responsible for administrative shift functions as well as inspection duties.

Assistant Area Commander of Community Based Policing Area III

Supervised eight Sergeants, 48 Police Officers and six Community Service Officers, and was responsible for the day-to-day operation of Area III. Responsibilities of this area included the 18 objectives which reflected the area's direction pursuant to the Department's Mission Statement and Goals. Responsible for planning, organizing, training, staffing, directing, controlling, and discipline.

Assistant Area Commander of Community Based Policing Area IV

Was responsible for training, discipline, planning, organizing, staffing, directing, and controlling of Area personnel.

Relief Lieutenant for midnight and swing shifts at Station Command

Was responsible for the shift, ensuring that the operation functioned properly. Responded to citizen complaints, assigning them to the appropriate supervisor if necessary. Ensured that minimum staffing levels were maintained.

Police Sergeant

Solo Motorcycle Section, Traffic Division
Supervision of ten motor officers. Wrote policy and procedures, participated in dignitary protection, and was called as the primary response unit to emergency tactical situations.

Vice Section

Supervision of sworn personnel involved in the enforcement of prostitution and gambling. In addition to administrative duties, wrote policy, participated in surveillance, and acted as a police decoy.

Communications Bureau

Supervised both sworn and non-sworn personnel. Participated in a training program involving dispatchers and patrol officers. Rewrote existing policies and forms.

Patrol Division

Was one of three Sergeants selected to attend/complete the Field Training Officer Program administered by the Department and served as a Field Training Sergeant upon completion. Initiated/implemented a voluntary self-defense program for Department members. The program was subsequently absorbed into the in-service training programs administered by the Department.

Police Specialist

Intelligence Division

Collected, analyzed, and disseminated data; maintained existing files; issued permits under the auspices of the Chief of Police; performed surveillance as required.

Administrative Services Bureau

Worked with Planning and Research; assisted in the preparation of the Department budget as well as the unit budget; wrote/evaluated grants from LEAA and OCJP; assisted the Affirmative Action Officer; conducted personnel background investigations, researched various subjects as requested by the Chief; performed in-service training; delivered presentations for the Chief; gathered civil disaster material and issued emergency civil disaster assignments; wrote roll call training bulletins and general orders.

Police Officer

Traffic Division: Assigned to Solo Motorcycle Squad
Primary Officer responsibility was to enforce traffic laws, conduct accident investigations and augment the Patrol Division as required. Served as a member of the Department's tactical squad and provided security for visiting dignitaries.

Patrol Officer

Assigned primarily to crime-prone areas of the City in a patrol vehicle and on foot patrol; served as a training officer for new recruits.

Police Resources Commander for airplane crash which occurred in Fresno (December 1995). Involved management and assignment of police personnel.

Co-Coordinator of planning activities related to events such as the Rodney King verdict, the O.J. Simpson criminal and civil trial verdicts, and the passing of Proposition 187.

Co-authored of article with Jerome E. Jackson, Ph.D. Computer Crimes and Criminals, LAE Journal (Spring/Summer 1996).

Author of article, Citizen Training Pays Dividends. Community Policing Exchange (March/April, 1996).

Author of article, Police and Probation Officers Join Forces to Reduce Juvenile Crime Community Policing Exchange (January/February, 1996)

Implemented the concept of "Stop Auto Theft" Day (September 1992). Joint effort of Fresno Police Department, California Highway Patrol, Clovis Police Department, Fresno County Sheriff's Department, Fresno Fashion Fair, California State Auto Association, KMPH Channel 24.

Selected as a presenter for POST Sheriff's Workshop (March 1992). The presentation was based on artificial intelligence.

Association and membership in the newly-formed International Society of Police Futurists.

Lead Coordinator for the Eighth Annual California Police Chief's Conference (February 1985).

Served as a member of the POST Field Training Officer Model Project that culminated in a new revision of the FTO Program for law enforcement agencies throughout California.

Justified, formed, and commanded the Police Department's Dive Team. Was the Department spokesperson for the search and subsequent recovery of a deceased male adult who had driven his vehicle into a swift-moving canal. This became a very publicized event, which necessitated my appearance before the Fresno Irrigation District for the reduction and closure of the water flow in the canal for search purposes. Since any water reduction impacts the farmers in the San Joaquin Valley, the situation developed into a political as well as emotional issue. Was the main spokesperson to the media for the Police Department and the City of Fresno. A main objective was to diffuse anger emanating from the family of the decedent.

Involved in stressing the need for increased usage of personal computers and was instrumental in motivating a Police Specialist in the direction of computer crime investigation.

Implemented a revolving training fund.

One of 200 international and national police professionals chosen to attend and participate in the first International Symposium on the Future of Law Enforcement at the FBI Academy; Quantico, Virginia.

Participant in the Cal-INFO project for the Department of Justice.

Chairman of the Central Valley Training Committee for two consecutive terms.

Department Representative for the Chemical People Project.

Achieved the rank of Eagle Scout in the Boy Scouts of America and was the Assistant Troop Commander.

MILITARY

Served in the United States Navy for four (4) years. Honorable Discharge in December 1971.

Voted Outstanding Recruit for Company 342 during Basic Training.

ACTIVITIES

Board Member, Healing for Survivors Outreach Program for physically and emotionally abused adults and children.

Past Member of the Ombudsman Advisory Council for Senior Services. This non-profit organization exists for the purpose of addressing issues concerning the institutionalized elderly.

Participant in the "Community of Caring" Program. The program was designed initially as a teenage pregnancy prevention program, and has evolved into an effective method to reduce the rate of drug and alcohol usage, violence, gang participation, vandalism, truancy, and teen suicide.

Served as team member for the United Way during their evaluation of projects to be funded.

Supporter and volunteer for Public Television, Channel 18, Fresno.

Acted as a volunteer coach for the soccer program at Hoover High School. During my tenure as co-coach, the team won North Yosemite League and Valley Championship titles for two consecutive years.
Served as President and Board Member of the North Fresno Youth Soccer League.
